Need for an impairment programme

Driving under the influence of alcohol continues to be an issue in the UK and, despite campaigns to raise awareness of the dangers, incidents involving drink drivers show no signs of slowing. Evidence from countries, such as Sweden and the US, shows that mandatory installation of an interlock device for drink drive offenders can be more effective than other types of sanctions. Rather than revoking an offender’s driving licence, it focuses on changing behaviour and thereby reducing the incidents of drink driving

Drink Driving Attitudes Research

Following the release of the most recent Department of Transport drink drive figures which showed a rise in deaths and casualties caused by drink driving, and the anticipated publication of the PACTS feasibility study on interlock devices (expected later the year), Draeger Safety UK was keen to find out more about public attitudes towards drink driving in general and to the use of interlocks in particular.

YouGov was commissioned to carry out the research and this took place between 18th - 21st September 2020. Respondents had a full driving licence and consumer alcohol (a sample of 1336 adults). All figures, unless otherwise stated, are from YouGov Plc. The total sample size was 2162 adults, of which 1,336 have a driving license and consumer alcohol. The survey was carried out online. The figures have been weighted and are representative of all GB adults (aged 18+).

Interlock Case Study – Hawthorns Logistics

Hawthorns Logistics is a family run business with over 30 years’ experience in logistics. Based in the North East, the founders Chris and Alison Kilsby, along with their son Dave, take safety very seriously! Their drivers are part of the family, and driver welfare is one of business’s main priorities, as is their responsibility for the safe transport of their customers’ products.

As part of their pledge to safety first, the company has installed interlock devices to their 28 strong HGV fleet.

The interlock devices, which are supplied by market leader Draeger, are easily installed in each vehicle and requires the driver to take a breathalyser test before they can start the engine. The result of the test is instant, and providing it is negative the ignition can be started immediately.

The Kilsbys were already looking at the benefits of interlock devices for the business when they became aware that a driver from another haulage company had been involved in a fatal accident and was found to have been drink driving. Given their stringent safety standards, this incident made up their minds that investing in an interlock system would offer protection for their own drivers.

Dave Kilsby commented, “We believe that having the interlock devices in place safeguards against our drivers unwittingly getting behind the wheel while under the influence of alcohol. Many people don’t realise the effects of alcohol the morning after a night out. Furthermore, our drivers often transport goods across the border in Scotland so we have set the device to 50mg of alcohol rather than 80mg which is the drink drive limit when driving in England.

“The interlock is straightforward to install and is convenient to use so from the driver’s perspective the test is very quick. It doesn’t hold them up but gives them and us the reassurance that they are fit to drive which, in their case, means taking responsibility for an HGV vehicle and for our customer’s products.”

As a qualified engineer, Dave not only installs the interlock devices in Hawthorn Logistics’ own vehicles but provides a service to other companies to install the devices through lights bars and accessories.

He concludes, “Since installing the devices, there has only been one occasion when a driver had to be replaced. Overall knowing the interlock is in the vehicle means that risks aren’t taken. From our perspective as a business, it is part of offering of a first-class service both to our customers and our employees.”
